The cache folder mainly holds thumbnail previews for the seek bar, and these build up over time. Clearing it helps when that folder has grown large and you want space back, or when seek previews look wrong. The cache does not hold your settings or watch history, so emptying it is a reasonable fix. Quit the app before you remove anything, and remember that ~/Library is hidden, so open it with Finder > Go > Go to Folder.
